What a Solar Site Survey Should Check Before Your Final Quote

Use this South Carolina solar site survey checklist to turn roof, shade, electrical, route, land, utility, permit, and HOA findings into a final scope.

A solar site survey checklist should do more than confirm that a house has a roof and an electrical panel. Its purpose is to replace preliminary assumptions with property-specific evidence before you rely on a final design and price.

The useful output is not simply “survey passed.” It is a reconciled scope showing what was observed, what records were reviewed, what remains unknown, who must resolve each open item, and how the result could change the layout, electrical design, modeled production, included work, or contract price.

Remote imagery, utility bills and homeowner photos can support an early estimate. They do not automatically establish roof condition, structural capacity, exact shade, electrical suitability, property boundaries, flood requirements, permit acceptance, utility approval, or HOA approval. Ask what kind of review was performed and which conclusions the reviewer was qualified and engaged to make.

Know whether the proposal is preliminary or survey-reconciled

An early proposal can be useful. It may use aerial imagery, mapping data, an electricity bill, standard equipment assumptions and a preliminary production model to screen whether solar appears worth investigating. The problem begins when an estimate built on unverified inputs is presented as a final construction scope.

Require the proposal to identify its design stage. A preliminary document should list its assumptions and say what happens next. A survey-reconciled proposal should incorporate the field findings or attach a written open-item log. It should not hide unresolved conditions behind phrases such as “standard installation,” “site conditions permitting,” or “additional work as needed.”

The survey is valuable when it reduces ambiguity and controls the remaining ambiguity. A longer checklist is not better if it produces no measurements, no records and no contract revision.

Build one survey reconciliation sheet

Do not make the homeowner reconstruct the survey from a salesperson’s texts, an unlabeled photo folder and a revised total. Ask for one record that connects each condition to the final scope.

Status words matter. “Observed” is not “verified by an engineer.” “Provided by owner” is not “confirmed in public records.” “Modeled” is not “measured.” “Pending” is acceptable when the consequence and responsible party are written down.

Give every photo and measurement a location. “Panel photo” is ambiguous if the house has a main disconnect, interior panel, garage subpanel, detached-building panel and meter enclosure. “Roof damage” is not actionable without a roof plane, approximate location, condition description and referral decision.

Assemble owner records before the visit

A site visit is more productive when the owner supplies records that cannot be inferred from the building. Gather what exists; do not invent missing information.

  • a current electric bill showing the account and serving utility;
  • complete electricity-use history used for system sizing;
  • plans for an EV, heat pump, addition, pool, workshop or other material future load;
  • roof age, material, repair, replacement and warranty records;
  • prior solar, generator, battery, service, panel or major electrical records;
  • building plans, truss information or previous structural reports, if available;
  • a recorded property survey, easements and relevant title/site documents for a ground array or exterior equipment;
  • septic, well, irrigation, drainage and known underground-utility information;
  • FEMA/local flood information and prior elevation or floodplain documents when relevant;
  • HOA declaration, covenants, architectural guidelines and application form;
  • insurer or lender conditions the owner has already received; and
  • access restrictions, pets, gates, attic access, tenants, alarms or hazardous areas.

Mark every record with its date. A survey completed before a re-roof, panel replacement, addition, tree removal or utility equipment change may no longer describe the property. If plans conflict with field conditions, the field discrepancy must be resolved rather than silently choosing the more convenient source.

The owner should also state the actual project goal. A proposal intended only to offset annual consumption can produce a different layout from one constrained by street appearance, future battery equipment, critical-load planning, roof replacement, a protected yard area or a planned addition. The survey cannot reconcile a design to an unstated goal.

Document roof condition without overclaiming

The South Carolina Energy Office tells homeowners to consider roof type, condition, usable area and structural integrity before selecting a system. NREL’s photovoltaic Standard Work Specifications likewise treats roof condition, understructure, repairs and mounting details as separate design inputs.

A roof survey should record, as accessible and applicable:

  • covering material, approximate installation record and visible condition by roof plane;
  • pitch, dimensions, ridges, hips, valleys, eaves and changes in plane;
  • existing penetrations, vents, chimneys, skylights, equipment and abandoned openings;
  • visible flashing, drainage, ponding, staining, corrosion, biological growth or damaged areas;
  • attic access and visible evidence of leaks, moisture or prior repairs;
  • accessible framing type, direction, spacing and any alterations or damage;
  • roof edges, fire/access areas and practical installer movement paths;
  • roof warranty or manufacturer constraints supplied by the owner; and
  • areas that were not accessed, were concealed, or need roofing or structural follow-up.

Do not accept roof age as the only conclusion. Material, installation, exposure, maintenance, damage, deck/framing condition and planned ownership period can all matter. Conversely, a stain or old repair does not prove that the entire roof requires replacement. The deliverable should distinguish visible condition observations from remaining-life opinions, leak investigation and structural analysis.

The signed scope should still identify who inspected, what was accessible, what roof work is included, how penetrations will be detailed, what is excluded and who owns a later concealed-condition finding.

Make structural review a named scope

“We looked in the attic” is not a structural conclusion. The survey record should say whether the visit was a visual documentation exercise, an installer feasibility review, a roof condition assessment, or an analysis by a qualified design professional. Those deliverables are not interchangeable.

For a roof array, relevant inputs can include framing type and span, member size and spacing, connections, alterations, deck, concentrated conditions, equipment dead load, wind design, snow where applicable, array geometry, attachment reactions, and the building’s load path. Access can be limited by finished ceilings, insulation, low clearances or inaccessible framing. Limitations belong in the report.

For a ground array, the structural question expands to foundations, soil, slope, drainage, wind exposure, corrosion environment and equipment access. A salesperson should not infer soil or foundation capacity from a nearby installation.

South Carolina’s code date also matters. As of August 10, 2026, the state Building Codes Council lists the 2021 South Carolina Building, Residential and Fire Codes and the 2020 NEC, with state modifications, as the effective editions. The 2024 code family and 2023 NEC are scheduled for implementation on January 1, 2027. Verify the filing date, current state and lawful local modifications, AHJ requirements and exact project scope rather than assuming a future edition already controls.

Charleston’s September 2025 residential solar permit guidance, for example, calls for a structural letter, report or plan signed and sealed by a South Carolina design professional along with roof/site and electrical documents. That is one AHJ’s published process, not a statewide promise that every jurisdiction requests identical material.

The final quote should name who obtains any required structural deliverable, who pays for it, what happens if reinforcement is required, whether resulting plans are part of the contract documents, and whether the owner can decline or cancel under the written agreement if the viable scope materially changes.

Measure shade and layout constraints together

Shade is not a single percentage detached from the roof plan. Trees, chimneys, dormers, adjacent buildings, ridges and other obstructions affect specific module positions at different times. Seasonal vegetation and future tree growth can change the result.

Ask the survey package to connect these items:

  1. roof or ground-plane dimensions and orientation;
  2. obstruction locations and heights or modeled geometry;
  3. the shade measurement or modeling method and date;
  4. usable-area exclusions for access, edges, equipment and local requirements;
  5. proposed module dimensions, orientation and exact count by plane;
  6. string, optimizer or microinverter architecture assumptions where relevant;
  7. any tree trimming/removal assumption and the responsible party; and
  8. the resulting production-model inputs and losses.

NREL’s current PVWatts calculator cautions that its estimates include assumptions and uncertainty and only reflect site-specific characteristics represented by the inputs. A preliminary model is useful for comparison; it cannot discover an unmodeled chimney, measure a tree canopy, verify a proposed module fits between roof obstructions, or promise the output of the final installation.

If the layout changes after the site survey, require a revised roof plan, equipment schedule, DC/AC size and production model. Do not accept the original savings graph with a smaller or differently oriented array. Survey the full electrical path safely

Electrical equipment is not a homeowner inspection task. Labels may be behind energized covers, and meters or sealed equipment can be utility-controlled. Qualified parties should perform the necessary field work.

The survey record should identify, as applicable:

  • serving utility, account and billing meter;
  • service type and overhead or underground arrangement;
  • meter, service disconnect, main panel and relevant subpanels;
  • manufacturer, model, ratings, main-device rating, bus information and compatible-device markings;
  • visible condition, damage, corrosion, heat evidence, missing parts or obsolete/uncertain equipment;
  • existing sources such as a generator, battery or prior solar system;
  • proposed inverter output and candidate point of interconnection;
  • breaker space as one fact, not the entire capacity decision;
  • grounding/bonding and disconnect locations that require design attention;
  • utility access to the meter or required equipment;
  • proposed conductor/conduit route and difficult concealed sections; and
  • any shutdown, relocation, trenching, wall/ceiling work or restoration assumption.

The field record should feed the proposed one-line diagram. If a label is unreadable, a panel is inaccessible or the topology is uncertain, mark it unresolved and assign the investigation. Do not let a surveyor infer electrical capacity solely from a door label or open breaker position.

Different proposals may reach different valid connection concepts, or one may have missed a constraint. Fix equipment locations and routes before signing

Equipment placement can change both usability and construction scope. A plan should locate the modules, inverter or microinverter system, disconnects, meter-related equipment, battery if included, communications equipment, conduit, junctions, attic transitions, trench, and any new panel or service equipment.

For each location, ask the designer to address:

  • exact manufacturer installation conditions for the selected model;
  • working and service access;
  • utility access and visibility where required;
  • doors, windows, vents, eaves, drainage and other nearby building features;
  • heat, direct sun, water, flood and physical-damage exposure;
  • noise or appearance concerns for the homeowner and HOA;
  • cable/conduit length and route, penetrations and weatherproofing;
  • attic, crawlspace, garage and occupied-space constraints;
  • cellular, Wi-Fi or wired communications assumptions;
  • lifting, delivery and installer access;
  • landscaping, paving, drywall, paint, insulation or finish restoration; and
  • owner approval for the final visible locations.

A line drawn on an aerial image does not establish a buildable route. The survey should identify concealed or inaccessible segments and state what happens if field opening reveals blocking, unavailable space, damaged material, an unsafe route or another conflict.

Avoid a broad substitution clause that lets the seller change equipment dimensions or installation requirements without rechecking the location. If the exact product changes, the design should confirm fit, listings, electrical compatibility, clearances, mounting instructions, production inputs, warranty terms and any permit/utility revision.

Add land, flood, drainage and access checks when relevant

Ground-mounted solar and detached equipment need a whole-property review. A clear patch of grass is not proof of a legal, civil, structural or constructible location.

The survey should record and assign review of:

  • parcel and proposed-array location using reliable property records;
  • recorded easements, rights of way and access restrictions;
  • septic fields, reserve areas, wells, irrigation and known underground infrastructure;
  • overhead conductors and other utility facilities;
  • slope, drainage flow, erosion, low areas and prior flooding;
  • soil or fill conditions and whether geotechnical input is required;
  • vegetation removal, stump/root conditions and future shade;
  • driveway, gate, turning, delivery, excavation and restoration access;
  • fencing, security, mowing and maintenance access;
  • zoning, setbacks, lot coverage or accessory-structure treatment identified by the AHJ; and
  • future additions, pools, landscaping or property uses the owner wants to preserve.

The FEMA Flood Map Service Center is the official source for National Flood Insurance Program flood-hazard information. A map lookup is an input, not a complete elevation, drainage or local floodplain determination. Confirm the effective and, where relevant, preliminary mapping, local floodplain administration, proposed equipment elevations and the party responsible for any survey, civil or design work.

Identify the utility, AHJ and HOA by name

Do not assign the utility from a city name. Verify it from a current bill and service account. Then capture the current program, application documents, equipment information, meter/access rules, fees, customer signatures, review gates, inspections and permission-to-operate process that apply to the proposed design.

Dominion Energy South Carolina’s current residential solar application page, for example, requests the customer/account and installer information, proof of stated insurance, and a single-line identifying system equipment and installation details. It also addresses meter-area access. Santee Cooper publishes a separate generator interconnection standard and forms and says requests should be made at final design before construction. Neither example should be reused for a different provider without verification.

Identify the authority having jurisdiction for building/electrical permits and inspections. Record its current submission route, document requirements and correction process. A permit requirement found on another city’s website is not the rule for this address.

If an HOA or architectural review applies, gather the recorded covenant and current application materials. The survey should capture street-view/layout, equipment-location, conduit, roof, tree or screening facts needed for the submittal. Require an evidence package, not a verbal pass

A useful survey package is understandable to someone who was not present. Ask for:

  • date, address, survey purpose and people present;
  • surveyor/company identity and stated role;
  • access areas and inaccessible/excluded areas;
  • annotated roof/site plan;
  • labeled photographs tied to locations;
  • key roof, route and equipment measurements;
  • electrical-equipment labels and topology notes gathered safely;
  • shade method, inputs and output summary;
  • owner-supplied records list and record dates;
  • identified utility, AHJ and HOA;
  • preliminary/final equipment schedule and substitution status;
  • open-item register with responsible party and decision gate;
  • referrals and required follow-up deliverables; and
  • revision history showing how the final layout, one-line, model and scope changed.

The package should preserve limitations. Weather, access, concealed construction or missing records may prevent a conclusion. An honest limitation is useful when paired with a resolution path. A blank or an undocumented “looks good” is not.

Do not ask a homeowner to climb onto the roof, enter unsafe attics, remove electrical covers, open utility seals, excavate, or test energized equipment. The contract should assign hazardous and credentialed work to qualified parties.

Reconcile every finding into the final quote

The survey is incomplete commercially until its findings reach the contract documents. Compare the revised proposal against the preliminary version and look for changes in:

  • system size, module count, roof planes and equipment models;
  • production-model inputs, losses and assumptions;
  • mounting, structural, roof repair or reinforcement scope;
  • inverter, electrical connection, panel/service or meter work;
  • equipment locations, conductor routes and trenching;
  • permit, utility, HOA, survey, engineering or specialist responsibilities;
  • owner work, access, tree work and site preparation;
  • finish removal/restoration and landscaping repair;
  • included fees and expressly excluded work;
  • equipment release or other decision gates; and
  • price-change, substitution, cancellation and alternate-design terms.

For each unresolved item, the agreement should say who resolves it, what evidence closes it, whether work may proceed before closure, and how a resulting scope change is proposed and accepted. Do not sign a blank authorization for later charges.

A change-order clause should require a written description of the condition, proposed solution, price and design effect, plus owner acceptance before changed work proceeds except where the agreement addresses an immediate safety need. It should also distinguish a true concealed condition from an item the stated survey should reasonably have documented.

Do not assume a final quote remains valid for a universal number of days. Equipment, utility/AHJ rules, property condition, financing and commercial terms can change. Require the actual proposal to state its validity conditions and the events that require re-survey, redesign or repricing.

Score competing survey packages

Use the same acceptance test across bidders. A company does not earn extra credit for collecting more photos if it leaves the important decisions unresolved.

The strongest package is the one that makes the remaining risk visible and allocates it fairly. A bidder that identifies a legitimate need for follow-up may be more credible than one that declares every system “good to go” after a short visit.

Red flags before accepting a final quote

Pause when:

  • a remote model is described as a completed structural, roof or electrical inspection;
  • the proposal does not say whether it is preliminary or final;
  • “site survey passed” has no written observations, measurements or limitations;
  • photos are unlabeled and cannot be tied to a roof plane, equipment item or route;
  • no one identifies inaccessible framing, concealed routes or unreadable electrical labels;
  • the production model is not revised after the module count or layout changes;
  • a salesperson makes a structural conclusion without naming the review and responsible qualified party;
  • the electrical decision relies only on the service size or an open breaker space;
  • equipment locations can move without owner review;
  • ground-array placement is based on a fence or lawn edge rather than property records;
  • the serving utility is guessed from the municipality;
  • HOA coordination is presented as certain approval;
  • permits or utility approval are treated as automatic;
  • exclusions are broad while change-order pricing is undefined;
  • the seller can substitute any “equivalent” product without redesign; or
  • the survey findings never appear in the final plans, model or scope.

These are reasons to request evidence or a revision, not automatic proof of misconduct. A legitimate unknown can remain open when the responsible party, closure evidence and commercial consequence are clear.

Frequently asked questions

Can a remote solar survey replace an on-site visit?

Remote imagery, owner photos, utility data and modeling can support early screening and prepare a field visit. Whether any remote process is sufficient depends on the actual property, accessible records, required design decisions, utility and AHJ requirements, and the signed scope. It should not be represented as structural engineering, an electrical calculation, a boundary survey or a roof-condition conclusion unless that exact professional service was performed and documented.

Does a site survey mean my roof is structurally approved?

No. Ask what review was performed, by whom, under what scope, using which inputs, and what written deliverable resulted. A visual observation, installer feasibility check, roof condition assessment and structural analysis answer different questions. Permit review also does not turn an undocumented sales visit into engineering.

Should the survey include a shade report?

It should document the method and inputs used to establish shade and usable layout for the proposal. The result should connect specific obstructions and roof/ground planes to the proposed module positions and production model. A single shade statement without method, date or layout connection is difficult to audit.

What if the site survey changes the quoted system?

Require revised plans, equipment schedule, system size, one-line where affected, production model, scope and price treatment. The agreement should explain approval of changes and available alternatives. Do not compare the new price against an old layout or old production estimate as though nothing changed.

Who should inspect the electrical panel?

The work belongs to appropriately qualified parties under the project scope. Homeowners should not remove covers or approach energized or utility-sealed equipment. The record should identify equipment and accessible markings, condition and topology, while assigning calculations, testing, utility questions and design to the responsible qualified parties.

Does a site survey include the HOA and utility applications?

Not automatically. Survey data may supply the layout, equipment, access and design information those submissions need. The proposal must separately name who prepares, submits, signs, pays for, tracks and revises each application. Coordination does not promise either body’s decision.

What should I receive after the survey?

At minimum, request a dated record of observations and limitations, annotated photos/plans, relevant measurements and labels, design/model inputs, an open-item register, named follow-up responsibility, and a revised proposal that reconciles findings. The signed agreement controls what a particular provider promises to deliver.
