What drives price in Chester

Chester differs from the rest of Chesterfield County in a way that shows up in a quote: it is an older, established community rather than newer suburban development, so the housing stock is a generation apart from Midlothian and the roofs come with it. Roof age is the first thing we establish, because where a roof has under a decade left the sensible sequence is the roof first or both together rather than removing and resetting an array in five years at your expense.

The second Chester-specific factor is lot size and tree placement. Established lots here tend to have mature specimen trees close to the house rather than the boundary planting you see in newer subdivisions, which means shading often comes from one or two trees rather than from a general canopy. That is worth surveying properly, because it occasionally has a solution that a blanket canopy does not.

Your utility sets your payback more than your panels do

Most Chester homes are served by Dominion Energy Virginia , though Dominion Energy Virginia serves the Richmond metro; cooperative territory begins outside it. Under its net energy metering under §56-594 programme, the older one-for-one net metering ended for new residential systems on December 31, 2025. What replaced it changes the entire economics of a rooftop system, and it is why a single national payback figure for Chester is meaningless.

About these rates in Chester

One-for-one retail net metering applies here, which is the opposite of the position in South Carolina and Georgia and it changes how a system should be designed: an array sized to offset your own annual consumption captures close to full value without needing storage to do it. The State Corporation Commission ruled on Dominion Energy Virginia’s NEM 2.0 filing on 30 April 2026 and preserved retail crediting, customer ownership of renewable energy certificates and free interconnection; customers connecting under NEM 2.0 pay roughly a dollar a month, and generation beyond your own annual use is cashed out at a lower rate at year end. There is no Virginia state tax credit and the federal residential credit expired for systems placed in service on or after 1 January 2026, so the export credit is the whole case. One caveat worth raising before anyone designs above 15 kW AC: HB 1255 raised the standby-charge threshold to 20 kW AC with effect from 1 July 2026, but a utility tariff update does not follow a statutory date automatically, and Dominion had not updated its residential schedule at the time of writing. Get the position in writing at the point you interconnect.

The mechanic is simple. Power you consume the moment you generate it offsets electricity you would have bought at the applicable residential retail rate, confirmed against your own bill. Power you export earns only credited one-for-one at retail against your own annual usage, and net energy metering under §56-594 also carries a rider of about $1 a month for customers connecting under NEM 2.0 plus a true-up in November that settles leftover credits at an avoided-cost rate. So a home that runs its air conditioning, pool pump and laundry during daylight gets a materially better return than an identical home that uses most of its power after dark.

2026 incentives

What reduces this price this year

The net column above already applies $no Virginia state tax credit. Two things worth knowing about it: the $3,500 annual cap means larger systems are claimed across more than one tax return, and the credit is non-refundable, so it is limited by your state tax liability.

The 30% federal credit expired for systems placed in service on or after 1 January 2026. If a quote you are comparing still applies it, that quote is wrong by thousands.

Dominion Energy Virginia runs no upfront residential rebate, so there is nothing to stack on top of the state credit in Chester. We would rather say that plainly than let you find out after signing.

    Chesterfield County reviews the work. Under SB 686 the property-tax exemption for residential systems of 25 kW or less has been mandatory statewide since 1 January 2023, so for a typical rooftop system there is no local ordinance question to research. Above 25 kW the locality’s own position governs, and it is worth knowing that published county-by-county lists disagree: the Weldon Cooper Center found some localities answering yes were in fact describing the statutory mandate rather than an adopted ordinance. Under SB 504 an association may impose only reasonable restrictions on rooftop solar, unreasonable being a cost increase above 5% or a generation loss above 10%. Where visibility is restricted, the compliant layout is sometimes not the cheapest one. We design for approval first, then optimise production within those limits.

    Ground mount instead of roof

    If the roof genuinely will not work, a ground-mounted array needs trenching, racking and a zoning review, so it typically costs more per watt than a straightforward roof install.

Cash, loan, and the Virginia trap

Cash gives the shortest payback and clean ownership. A loan spreads the cost and can sit near your current Chester bill, but ask for the cash price and the financed price side by side: a low advertised rate is often bought with a dealer fee of several thousand dollars folded into the system price.
