Most addresses inside the city of Aiken are served by Dominion Energy South Carolina, whose Solar Choice tariff credits exported energy on a time-of-use basis. One-for-one net metering closed to new applicants on 1 June 2021 under the Energy Freedom Act, so any system installed today is on Solar Choice regardless of utility. A significant number of Aiken County addresses, including some inside city limits, are instead served by Aiken Electric Cooperative. That distinction matters more than any equipment choice on your quote. South Carolina’s net energy metering chapter governs “electrical utilities”, and cooperatives are not electrical utilities under it; each cooperative board sets its own net metering policy instead. Aiken Electric sets its own export credit under its distributed-generation rider, so the same roof can produce the same power on two neighbouring streets and be worth measurably different amounts.
Inside the city, the Design Review Board reviews work in the Historic Overlay and Old Aiken Overlay districts and issues the Certificate of Appropriateness, and its decisions are final short of a court appeal, so panel placement is worth designing for approval rather than arguing afterwards. The Winter Colony streets carry heavy mature canopy around Hitchcock Woods, which is a genuine shading constraint rather than a cosmetic one. Outside the city and North Augusta, permitting runs through Aiken County Planning & Development instead, which is a different process with different drawings.

2026 incentives
What you can actually claim in Aiken
The federal residential credit ended for systems placed in service on or after January 1, 2026. Any quote still applying 30% federal is wrong, and the gap runs to thousands of dollars.
$South Carolina’s 25% state tax credit did not expire. It is worth 25% of installed cost, capped at $3,500 per tax year, with a 10-year carry-forward and a further limit of 50% of your state tax liability. Qualifying systems of 20 kW or less are exempt from property tax, and equipment is exempt from state sales tax.
Dominion Energy South Carolina runs no upfront residential rebate, so there is no cash-back programme to stack here. We would rather say that plainly than let you find out after signing.
